Public Notice: Essential Service Adjustments and Infrastructure Maintenance

Critical System Maintenance: PortlandMaps Offline
The City of Portland has issued an official alert regarding scheduled system maintenance for PortlandMaps.com and associated digital infrastructure. The maintenance window, which began on Friday evening, remains active through Sunday, March 1, 2026, until approximately 6:00 p.m. During this time, residents will be unable to access property information, use online webforms, request specific city services, or report non-emergency issues via the portal. For urgent assistance or to report municipal concerns during this downtime, the public is advised to contact the 311 Customer Service program by dialing 3-1-1 or emailing the city’s information desk directly.
TriMet Service Changes in North Portland
Effective today, Sunday, March 1, significant service adjustments have been implemented for public transit in the North Portland area. TriMet has officially discontinued service on North Kerby Avenue and North Russell Street as part of a broader strategy to address regional budget requirements. Specifically, Line 24 will no longer serve stops 14099 and 14031. A new routing structure is now in effect, moving transit traffic from the Fremont Bridge directly to North Fremont Street. Commuters are encouraged to review the updated stop locations on Vancouver and Williams avenues to ensure uninterrupted travel. These changes represent the second phase of a multi-year service realignment plan.
Annual Columbia-Snake River Lock Maintenance
The U.S. Army Corps of Engineers, Portland District, has initiated its annual navigation lock maintenance program as of 12:01 a.m. today. The Dalles and John Day locks are currently closed to all river traffic to facilitate critical structural repairs, gate instrumentation upgrades, and concrete weld maintenance. These closures are essential for the long-term reliability of the regional trade corridor. Recreational boaters and commercial operators should be aware that passage through these points will be restricted for approximately two weeks. Public access to certain viewing areas near the locks may also be limited for safety reasons during the maintenance period.
New Public Nuisance Enforcement Rule
The City Administrator’s office has announced a new temporary rule, effective immediately, aimed at managing detention facilities within city limits. Under this administrative directive, the city can now enforce civil penalties against facilities deemed a "public nuisance." Fines for violations start at $5,000 for a first offense and can reach up to $15,000 for repeat occurrences. This rule will remain in effect for 180 days while the city undergoes a permanent rulemaking process to ensure community safety and facility compliance.
Upcoming City Council Business
Looking ahead to the upcoming week, the Portland City Council will convene for a regular session on Wednesday, March 4, at 9:30 a.m. The agenda includes the presentation of the March 2026 City Administrator Report and a scheduled discussion regarding the allocation of unspent housing funds. Residents wishing to provide testimony may register through the City Clerk’s office starting Friday morning.
