Council Focuses on Governance and Committee Reform

Today, Thursday, March 5, 2026, the Portland City Council is scheduled for a full day of legislative activity at City Hall. Following a busy session on Wednesday, the council is moving forward with a two-part schedule that includes a morning work session and a tentative afternoon meeting to address ongoing city business and the implementation of significant governance changes.

Morning Work Session and Strategic Planning

The day begins at 9:30 a.m. in the City Council Chambers with a scheduled work session. These sessions, which typically run until 12:30 p.m., are designed for in-depth discussion on policy matters rather than final voting. A primary focus for today’s deliberation is the continued overhaul of the council’s committee structure. Following the transition to the 12-member council format in early 2025, Council President Jamie Dunphy and Vice President Olivia Clark have championed a plan to consolidate the existing eight policy committees into five streamlined bodies: Housing and Permitting, Community and Public Safety, Public Works, City Life, and Finance.

Under the leadership of President Dunphy, the council is evaluating how these new committees will manage their biweekly three-hour sessions. The goal of this overhaul, which is expected to be fully implemented by the end of March, is to provide more clarity and time for discussing top priorities such as economic development and public safety responses.

Afternoon Session and Legislative Carryover

A second session is tentatively scheduled for 2:00 p.m. this afternoon. This meeting serves as an overflow window for items not concluded during the Wednesday morning session. Key legislative items currently on the council’s radar include the Portland Clean Energy Community Benefit Fund Climate Investment Plan amendments and the authorization of limited tax revenue refunding bonds through 2028.

The council is also expected to review the March 2026 City Administrator Report, which was formally presented yesterday. This report provides a status update on city-wide operations and is a central document for the council’s budgetary and administrative oversight. The 12-member body, including Councilors Candace Avalos, Dan Ryan, and Steve Novick, continues to navigate the complexities of the hybrid meeting format, allowing both in-person and virtual testimony from the public during these sessions.

Public Access and Participation

As with all regular sessions, today’s meetings are held at City Hall, located at 1221 SW Fourth Avenue. The city continues to provide multiple avenues for public engagement, broadcasting the proceedings live on YouTube and local community media channels. While the morning work session is primarily for council deliberation, the afternoon session remains a critical venue for final ordinances and the disposal of surplus city properties, such as those recently identified near N Albina Avenue and N Loring Street.
