Official Notice: City Council Supplemental Meeting

The Portland City Council has scheduled a supplemental meeting for Thursday, March 5, 2026, beginning at 2:00 p.m. in the City Hall Council Chambers. This session follows the regular Wednesday proceedings to address remaining legislative items. Residents may attend in person at 1221 SW Fourth Avenue or view the live broadcast via the City’s YouTube channel and local cable channels 30 and 330. Public testimony is welcome for specific agenda items, provided that participants registered by the deadline on the preceding Friday.

Legislative Highlights: Surplus Property and Climate Planning

During the current session, the Council is considering several significant ordinances that impact city infrastructure and environmental policy. Key items on the docket include:

  • Surplus Property Declaration: An ordinance to declare properties near the intersections of N Lewis Ave and N Loring St, as well as N Albina Ave and N River St, as surplus. This authorization would allow the Bureau of Transportation to dispose of these properties at fair market value.
  • Limited Tax Revenue Bonds: The Council is reviewing a proposal to authorize limited tax revenue refunding bonds through December 31, 2028, aimed at managing the City’s long-term financial obligations.
  • Clean Energy Fund Amendments: A proposed amendment to the Portland Clean Energy Community Benefit Fund (PCEF) Climate Investment Plan is under review to align funding with updated carbon reduction goals.

Public Health Advisory: Regional Measles Alert

Multnomah County Health Department, in coordination with regional partners, continues to monitor a confirmed case of measles identified in a nearby Clackamas County resident earlier this year. Health officials urge residents to ensure their vaccinations are up to date. Symptoms typically include a high fever, cough, and a characteristic rash. While no new local exposure sites have been identified this week, the advisory remains active to prevent community spread within the Portland metro area.

Transportation Notice: Automated Vehicle Rulemaking

The Portland Bureau of Transportation (PBOT) is currently seeking public input on proposed updates to administrative rules governing Automated Vehicles (AVs). The updated framework, TRN-14.34, is designed to manage the testing and commercial operation of for-hire AVs on city streets. The public comment period is active through March 5 and will remain open until April 4, 2026. A hybrid public hearing is scheduled for the following week to gather further testimony on how these technologies will impact local labor and traffic safety.
