City Council: Upcoming Sessions and Reports

The Portland City Council has finalized its schedule for the first week of March. While the Council does not have a formal voting session today, Monday, March 2, residents should prepare for a busy week of legislative activity. A Council Work Session is scheduled for Tuesday, March 3, from 9:30 a.m. to 12:30 p.m. at City Hall. This session is reserved for staff presentations and informational briefings regarding ongoing city-wide projects and policy developments.

Following the work session, the regular City Council meeting will take place on Wednesday, March 4. A primary focus of that meeting will be the official presentation of the March 2026 City Administrator Report. The report is expected to provide operational updates and a review of the 2026 Capital Improvement Plan, which includes over $5.9 million in prioritized safety and building integrity projects across the district. The council is also expected to review updates regarding federal response coordination during the Wednesday morning session.

Public Input: Transportation Funding Survey Deadline

The Portland Bureau of Transportation (PBOT) is reminding residents that the deadline to provide input on the city’s transportation funding crisis is fast approaching. Following a series of district open houses held throughout February, the bureau is seeking community perspectives on how to address a $6 billion maintenance backlog currently affecting Portland’s roads, sidewalks, and bridges. Due to revenue shortfalls, the City is evaluating various alternative funding models to ensure the continued operation of critical infrastructure.

  • Feedback Deadline: All community surveys and public comments regarding the local transportation funding options must be submitted by noon on Wednesday, March 4, 2026.
  • Key Proposals: Options under consideration include a "Street Damage Restoration Fee" which would be charged to utility companies and contractors who excavate in the public right-of-way.

Multnomah County: Land Use Hearing Registration

Multnomah County has issued public notices for several active land use permit cases. These cases involve appeals of decisions related to infrastructure projects and residential developments in unincorporated areas of the county. Residents interested in providing oral testimony must adhere to strict registration deadlines occurring this week:

  • Registration for the appeal hearings for cases T2-2025-0046 and T2-2025-0048 must be completed by noon on Wednesday, March 5, 2026.
  • Registration for case T2-2025-0023, regarding Northwest Springville Road, is open until March 12.

New Regulations: Automated Vehicle Public Comment

PBOT has officially opened a public comment period for proposed updates to administrative rules governing Automated Vehicles (AVs). The updates to rule TRN-14.34 are intended to create a management framework for the testing and commercial deployment of for-hire AVs on city streets. The public comment period is active today and will remain open until April 4, 2026. Additionally, a hybrid public hearing is scheduled for March 11 to allow for verbal testimony on these new safety and labor frameworks.

Regional Notice: Wilsonville Public Hearing

For residents in the southern metro area, the City of Wilsonville is hosting a significant public hearing tonight, Monday, March 2, at 7:00 p.m. at Wilsonville City Hall. The hearing will focus on the "Industrial Land Readiness" plan, an update to the region's Economic Opportunities Analysis that will dictate industrial development in the Coffee Creek and Basalt Creek areas through 2046.
