Public Notice: Winter Trail Closures and Critical Infrastructure Updates

Official City Notice Roundup for Sunday, February 22, 2026
The City of Portland has released several urgent updates regarding public safety, infrastructure maintenance, and upcoming council proceedings. Residents are encouraged to review these advisories to prepare for the coming week.
Portland Parks and Recreation: Winter Weather Advisories
Portland Parks & Recreation (PP&R) reports that recent winter weather has caused significant impacts across the city’s trail systems. As of this weekend, the following closures and cautions remain in effect to ensure public safety:
- Forest Park: The Maple Trail remains closed between Firelane 4 and the Koenig Trail due to severe storm damage that has made the bridge crossing unsafe. Repair work is scheduled for late winter and early spring.
- Ridge Trail: The parking area on NW Bridge Avenue is closed indefinitely due to safety concerns regarding falling rocks and inadequate pedestrian space.
- River View Natural Area: Trail 3 is closed due to a catastrophic trail failure near Stream 6. This area is considered extremely unstable.
- General Cautions: Trail failures and flooding have been reported at Errol Heights and Whitaker Ponds. Maintenance crews are currently assessing damage; visitors are urged to respect all posted signage and cones.
Portland Water Bureau: Infrastructure and Service Updates
The Portland Water Bureau has issued a major update regarding the Bull Run Filtration Project. Following land-use delays, the project’s estimated cost has been revised to $2.56 billion. The city is currently petitioning the Oregon Health Authority for a two-year extension to the federal compliance deadline, potentially shifting the delivery of filtered water to September 2027.
Additionally, while the scheduled online billing maintenance was completed on Saturday, customers are encouraged to verify their account access today. If you experience persistent issues viewing your utility bill online, please contact the Customer Service Center during regular business hours.
Transportation and Road Safety Alerts
The Portland Bureau of Transportation (PBOT) and ODOT have announced several traffic impacts and public engagement opportunities:
- I-5 Rose Quarter: Southbound lanes will be restricted to a 14-foot width nightly between 10 p.m. and 5 a.m. through March 3 to accommodate ongoing construction work.
- Public Comment: PBOT has opened a public comment period for proposed rule updates regarding Automated Vehicles (AVs) and multimodal incentives. Residents may submit feedback via the official city website.
- Funding Open Houses: An open house for District 1 regarding local transportation funding is scheduled for tomorrow, February 23, at 6:30 p.m.
