Portland City Council Evening Session and Agenda

On Wednesday, February 18, 2026, the Portland City Council will convene for a regular evening session at 6:00 p.m. in the Council Chambers at City Hall. This meeting is held in a hybrid format, allowing for both in-person attendance and virtual participation via the city’s official broadcast channels. The agenda for this session includes several high-priority resolutions and ordinances aimed at fiscal adjustments and economic zone management.

  • Enterprise Zone Adjustments: Council will consider Resolution 2026-016, which seeks to authorize a minor boundary change request to the State of Oregon to amend the Portland Enterprise Zone.
  • Rental Services Fund Allocation: A significant portion of the session will focus on Resolution 2025-478, establishing priorities for the allocation of approximately $20.7 million in unspent Rental Services Office funds. These priorities are intended to be reflected in the upcoming Proposed Budget.
  • Housing Bureau Budget: Council is scheduled to vote on Ordinance 2026-010 and Emergency Ordinance 2026-070 to adopt supplemental budgets for the Portland Housing Bureau for the 2025-26 fiscal year.

Community members wishing to provide virtual testimony must register at least one hour before the meeting begins. In-person testifiers are required to sign up at City Hall before the specific agenda item is called for discussion.

Winter Weather and Transportation Advisories

The Portland Bureau of Transportation (PBOT) has issued service advisories as regional winter weather conditions persist. While there are currently no chain requirements for internal city streets, PBOT maintenance crews remain on 24/7 dispatch to monitor for emergency hazards such as downed trees or icy patches on high-elevation routes.

  • Regional Travel Impacts: Travelers should be advised that I-84 is experiencing conditional closures for westbound truck traffic due to multiple disabled vehicles. Significant delays are expected for those traveling toward the Portland metro area from eastern corridors.
  • Multnomah County Roadwork: Active maintenance continues on the 257th Avenue Corridor with concrete panel repairs. Additionally, emergency bridge repairs on the NE Marine Drive overpass at 223rd Avenue are nearing completion, with the route scheduled to fully reopen by the end of this week.
  • Infrastructure Safety: PBOT continues its "Light up the Night" safety initiatives at high-crash intersections, including NE 82nd Avenue and Jonesmore Street, to improve visibility during winter months.

Public Education and Community Notices

Portland Public Schools has announced community engagement opportunities regarding the 2026-2027 fiscal year budget. The Board of Public Education is hosting workshops to gather resident input on capital improvement projects that prioritize safety and building integrity across the district. Additionally, the district is currently seeking community feedback via a dual-language immersion survey to help shape future language development programming for multilingual learners. The expansion of the READ literacy program is also slated to begin across all school sites starting next month.
