Official City Council Meeting Agenda for January 28, 2026

The Portland City Council will convene for a regular hybrid meeting today, Wednesday, January 28, 2026, starting at 9:30 a.m. in the City Hall Council Chambers. The session is open to the public for both in-person and virtual participation. Mayor Keith Wilson and the City Council are scheduled to deliberate on several key ordinances and resolutions affecting city infrastructure and social services.

Key Agenda Items

  • Steve Lowenstein Trust Award: At 9:45 a.m., Council President Jamie Dunphy will introduce a presentation for the 2025 Steve Lowenstein Trust Award, recognizing outstanding contributions to the Portland community.
  • Street Renaming Authority: Mayor Keith Wilson has introduced an ordinance to amend the City Code regarding the renaming of city streets. The proposal seeks to realign city procedures with state law by redelegating decision-making authority directly to the City Council for the approval or denial of street renaming proposals.
  • SW Jackson Street Renaming: Related to the code amendment, the Council will consider a specific ordinance to exempt certain requirements for the proposed renaming of a portion of SW Jackson Street to SW Rose Hill Street.
  • Housing and Rental Services Funding: A significant resolution introduced by Councilors Candace Avalos, Jamie Dunphy, and Loretta Smith aims to establish priorities for the allocation of approximately $20,700,000 in unspent Rental Services Office funds. The resolution urges the Mayor to reflect these priorities in the upcoming proposed budget to support housing stability.
  • Clean Energy Community Benefits: The Council will vote on an ordinance to allow a transfer of interest earned in the 2023-24 fiscal year from the Portland Clean Energy Community Benefits fund to the 2025-26 budget.

Transportation and Public Safety Advisories

The Portland Bureau of Transportation (PBOT) has issued a safety reminder as part of its Vision Zero initiative. Officials highlight that winter months bring increased risks for pedestrians and cyclists due to shorter days and reduced visibility. Residents are encouraged to stay alert and exercise extra caution at high-crash intersections where the city is currently implementing new safety interventions.

Additionally, TriMet is reminding the public that the deadline for feedback on proposed 2026 transit service changes is January 31, 2026. The proposals include the potential elimination of Line 45 service between Hillsdale and Downtown Portland to address budget gaps. Community members are encouraged to submit their comments via the TriMet website before the end of the week.

Public Participation and Testimony

The City continues to provide avenues for public testimony. Individuals wishing to provide virtual testimony for the morning session must register at least one hour prior to the meeting. In-person testifiers may sign up in the Council Chambers before the specific agenda item is heard. For those unable to attend, the meeting is broadcast live on Channel 30 and the City’s official YouTube channel.
