Portland Public Schools (PPS) is preparing for the possibility of closing between five and 10 schools as it develops a spending plan to address a projected $50 million budget shortfall for the 2026–27 school year. Superintendent Kimberlee Armstrong said the district expects to present a list of proposed school closures to the PPS Board in November 2026, with board action anticipated in December 2026 and community notification expected by January 2027.
Armstrong said no school closures are expected for the 2026–27 academic year beginning in fall 2026, but described closures as a likely component of balancing the following year’s budget as the district works through ongoing financial pressures.
Budget gap driven by rising costs, limited funding, and fewer students
PPS has described the 2026–27 deficit as the result of three main forces: rising operating costs, funding levels that have not kept pace with expenses, and declining enrollment. The district has also pointed to the end of federal pandemic-relief funding as part of the tightening financial picture.
In recent budget materials, PPS has described the problem as multi-year in nature and said it has already implemented repeated rounds of reductions since 2022, including cuts to central office budgets, hiring freezes for some non-teaching positions, reductions to contracts and services, and additional districtwide reductions for the current school year.
Near-term actions include furloughs and mid-year cost controls
The district is also taking steps to control spending in the current fiscal year. PPS has said it is using temporary furloughs for central office leadership and staff as part of its response to the broader budget challenge. Separately, district leaders have outlined immediate actions aimed at closing a current-year budget gap by June 30, 2026, including pausing spending and canceling a scheduled professional development day. PPS has also stated that the current-year gap had been reduced from a larger initial estimate through cost-cutting measures.
Union seeks greater financial clarity as budget planning continues
The Portland Association of Teachers has said more clarity is needed regarding the district’s financial situation before agreements can be reached, and it has cited contractual notice requirements tied to potential teacher layoffs. The union said it plans an expedited review of district finances and additional engagement with educators and families.
