City Council Convenes for Infrastructure and Finance Votes

Today, Wednesday, March 11, 2026, the Portland City Council is set for a full day of legislative action and fiscal planning. Under the city's expanded 12-member council structure, the morning session, which begins at 9:30 a.m. at City Hall, features several high-priority agenda items that reflect the administration's focus on modernization and regulatory integrity.

Chief among the morning's business is a vote on the Public Infrastructure Environmental Code Project. This ordinance seeks to amend Title 33 of the City Code to streamline environmental zoning regulations. The goal of the project is to reduce bureaucratic hurdles for essential infrastructure projects while maintaining the city’s commitment to natural resource management. Additionally, the Council is scheduled to amend the Campaign Finance Code (Chapter 2.10). This legislative move is intended to ensure that voter-approved campaign regulations remain enforceable following recent court orders that challenged previous language.

Mayor Keith Wilson and the Council are also expected to formalize the appointment of several new members to the Community Involvement Committee, a move seen as vital for the new district-based representation model that took effect last year.

Afternoon Focus: Service Area Budgets

Following the morning’s legislative session, the Council will transition at 2:00 p.m. to a critical work session dedicated to the 2026-2027 fiscal year budget. This session is the second of a two-part series focusing on Service Area Budget Overviews. Today’s discussion will specifically cover the following areas:

  • Public Works: Maintenance of city infrastructure and utility services.
  • City Administrator’s Office: Strategic management and internal city functions.
  • City Operations: The logistical backbone of municipal services and departmental efficiency.

These work sessions are instrumental in identifying funding gaps and prioritizing service delivery as the city navigates its new management structure under the City Administrator.

Evening Community and Utility Meetings

The political activity continues into the evening with two significant public sessions starting at 6:00 p.m. The Portland Clean Energy Community Benefits Fund (PCEF) Committee will hold a virtual meeting to present an overview of the 2026 Community Grants. This session will provide updates on the program’s funding status and committee recruitment efforts.

Simultaneously, the Oregon Public Utility Commission (PUC) will host a virtual public comment hearing regarding a proposed water rate revision. This hearing specifically addresses rate increase requests from several local utility providers, including the Salmon Valley Water Co., providing residents with a direct opportunity to voice their concerns to state regulators.
