City Council Convenes for Evening Session to Address Annexation and Tax Oversight

Portland’s 12-member City Council is scheduled to meet this evening, Wednesday, January 21, 2026, for a regular session beginning at 6:00 p.m. This meeting marks one of the primary legislative sessions for the month, held in the hybrid format that has become standard under the city’s expanded government structure. Mayor Keith Wilson, who transitioned into the executive-focused role last year, will oversee the proceedings alongside City Council leadership. The session is expected to focus on local land-use decisions, intergovernmental tax agreements, and essential infrastructure maintenance.

Focus on Local Development and Annexation

A primary item on today’s Time Certain agenda is a proposed ordinance to annex the property located at 5048 SW Hilltop Lane. Introduced by Mayor Wilson, the annexation (Ordinance 2025-483) is part of a continuing effort to align residential pockets with city services and zoning requirements. The council will hear testimony regarding the impacts on local infrastructure and the extension of municipal services to the area. If approved, the annexation will finalize the inclusion of the property into Portland city limits, subjecting it to the city’s comprehensive land-use regulations and public safety coverage.

Administrative Reports and Preschool Tax Oversight

In addition to land-use matters, the session will include the presentation of the January 2026 City Administrator Report. This monthly update provides the council and the public with a high-level overview of bureau performance, budget adherence, and the progress of ongoing citywide initiatives under the new council-manager form of government. Following the report, the council is expected to consider an amendment to the Intergovernmental Agreement with Multnomah County. This item (Ordinance 2025-466) concerns the Revenue Division’s role in administering the Preschool for All Program Tax, aimed at refining the coordination between city and county tax collection efforts to ensure program funding remains stable and transparent for the coming fiscal year.

Infrastructure and Public Works

The regular agenda also includes a significant focus on neighborhood infrastructure. The Portland Bureau of Transportation (PBOT) has introduced an ordinance (Ordinance 2025-467) to assess properties for sidewalk, curb, and driveway repairs. This legislative action allows the city to finalize assessments for mandatory repairs while ensuring that pedestrian pathways remain safe and accessible across the city's four council districts. Following the vote on these assessments, the council will move to the consent agenda to handle various routine administrative approvals.

The meeting will be held in the City Council Chambers at City Hall, located at 1221 SW Fourth Avenue. The proceedings will also be broadcast live on the city’s YouTube channel and local public access television for those unable to attend in person.
