A late-night police investigation prompted a large law-enforcement presence in Northeast Portland’s Lloyd District, near the Lloyd Center, leading to temporary street closures on Wednesday, Nov. 5, 2025.

Authorities closed Northeast Holladay Street between Northeast 6th Avenue and Northeast Grand Avenue. Northeast Grand Avenue was also shut down near Northeast Holladay Street during the response. Police said they did not expect MAX light-rail service to be affected.

What police have confirmed about the incident

Police said officers were dispatched at 9:42 p.m. to the 400 block of Northeast Hassalo Street after multiple reports of a man running in the area while holding a handgun. Officers later located the man near Northeast Grand Avenue and Northeast Multnomah Street.

During the search, officers reported hearing a gunshot and saw the man running south on Northeast Grand Avenue with a firearm. An officer used a police vehicle to strike the man, and police said the impact caused the firearm to be dropped. The man continued running and was confronted on Northeast Holladay Street east of Northeast Grand Avenue, where officers used a Taser to take him into custody.

Police said there was no danger to the community during the closure.

Medical response and investigation status

Police said the man was transported by ambulance to a hospital with injuries described as non-life-threatening. No other injuries were reported. A handgun was seized as evidence.

Because of the reported level of force used by an officer, an internal deadly-force review process was initiated consistent with bureau policy, with a homicide-detail investigation supported by a regional major-crimes team. Police indicated additional details would be released as the investigation progresses.
