City Council: Surplus Funds and Restroom Accessibility
Following the City Council sessions held on February 4-5, 2026, several key legislative actions are now in effect or under immediate implementation. Most notably, the Council passed Resolution 2026-046, introduced by Councilors Green, Morillo, and Avalos. This resolution requires the City Administrator to release all public records pertaining to unspent surplus funds and mandates an oversight hearing to establish priorities for the allocation of approximately $20.7 million in unspent Rental Services Office funds.
Additionally, the Council approved Ordinance 2025-475, which updates the City Code to include nondiscrimination requirements for single-occupant restrooms in places of public accommodation. This new code requires gender-neutral signage for all single-occupancy restrooms across the city to ensure equal access and privacy. Other council actions included the appointment of Teresa Carr to the Home Forward Board of Commissioners and updates to the Portland Clean Energy Community Benefits Code regarding interest transfers for the upcoming 2025-26 budget cycle.
Health Advisory: School Immunization Deadline
Multnomah County Health Department has issued a final reminder to parents and guardians regarding the upcoming School Exclusion Day on February 25, 2026. Under state law, students who are not up to date on their required vaccinations or do not have a valid medical or non-medical exemption on file will be unable to attend school or childcare starting on that date. Families are encouraged to visit primary care clinics or community health centers immediately to update immunization records and avoid educational disruptions.
Bureau of Transportation: Nightly I-5 Restrictions
The Portland Bureau of Transportation and ODOT have issued travel advisories for several sections of the I-5 corridor through the central city. Active as of February 6, 2026, the following restrictions are in place for maintenance and construction:
- I-5 Northbound (MP 301.59 to 301.96): A width restriction of 14 feet is in effect Monday through Friday nights between 10:00 PM and 5:00 AM. This restriction is expected to continue through February 20.
- I-5 Southbound (MP 302.33): A height restriction of 16 feet 2 inches is in effect Sunday through Thursday nights.
- Safe Routes to School: New pedestrian "head start" signals have been installed at four local schools this week to improve visibility for students crossing at signalized intersections.
Parks and Recreation: Lents Park Stadium Announcement
Portland Parks & Recreation has officially confirmed that Lents Park will serve as the home venue for the upstart pre-professional soccer clubs, Bangers FC and Cherry Bombs FC, for the 2026 summer season. The collaboration will see the installation of Lents Field, an immersive matchday environment with a 2,000-spectator capacity. The 13-game home schedule is set to begin in May, but city crews will begin preliminary site preparations in the coming weeks.
