Portland City Council Convenes for Key Thursday Session

The Portland City Council is scheduled to meet today, Thursday, January 29, 2026, for a high-profile afternoon session focused on police oversight and digital privacy. As the city continues to navigate its second year under the expanded 12-member council structure, today’s agenda highlights the legislative branch’s increasing focus on bureau accountability and the protection of resident data.

Afternoon Agenda: Police Oversight and Critical Incidents

Beginning at 2:30 p.m. in the City Council Chambers, Mayor Keith Wilson will introduce a significant report regarding the Portland Police Bureau (PPB). The presentation, handled by the Independent Police Review, involves a report from the OIR Group concerning officer-involved shootings and other critical incidents. This "time certain" agenda item is expected to last approximately 90 minutes and comes at a time of heightened scrutiny regarding law enforcement activity in the metro area following recent tensions involving federal agencies.

Proposed City Data and Privacy Office

Following the police oversight report, the Council will turn its attention to a pair of items introduced by Councilors Angelita Morillo and Steve Novick aimed at modernizing the city’s digital infrastructure. The proposals include:

  • Ordinance to Establish a City Data and Privacy Office: This would add a new chapter to the City Code (Chapter 3.39) to formally create a dedicated office for data oversight.
  • Resolution for Data Protections: A companion measure directing the City Administrator to advance privacy protections and minimize risks associated with third-party data brokers and the secondary use of personal information.

The debate over these items is scheduled for one hour. Proponents argue that as Portland becomes a smarter, more connected city, it must take proactive steps to prevent the uncontrolled sharing of resident data with data brokers.

Morning Committee Work

Earlier today, the Climate, Resilience, and Land Use Committee held a public meeting from 9:30 a.m. to 11:30 a.m. This committee session is part of the Council’s recurring efforts to streamline land-use policies and address long-term environmental goals under the new administrative framework.

The City Council continues to operate in a hybrid format, allowing for both in-person attendance at City Hall and virtual participation. Today’s 2:30 p.m. session will be broadcast live via the City’s YouTube channel and on local cable access channels 30 and 330.
