Holiday Observance: Presidents Day Service Impacts
In observance of Presidents Day, most City of Portland administrative offices will be closed on Monday, February 16, 2026. Essential services, including emergency response and public safety operations, will remain fully functional and unaffected by the holiday. Residents are advised that standard permit processing, utility billing inquiries, and non-emergency administrative services will resume regular operations on Tuesday, February 17.
Portland Parks & Recreation Special Hours
While central administrative offices are closed, Portland Parks & Recreation (PP&R) has announced modified operating hours for community centers and indoor pools to accommodate the holiday. The following facilities will be open for public use from 10:00 a.m. to 6:00 p.m. on February 16:
- Charles Jordan Community Center
- East Portland Community Center (Pool closes at 5:30 p.m.)
- Matt Dishman Community Center (Pool closes at 5:30 p.m.)
- Mt. Scott Community Center (Pool closes at 5:30 p.m.)
- Southwest Community Center (Pool closes at 5:30 p.m.)
Additionally, the Portland Tennis Center will be accessible from 10:30 a.m. to 6:00 p.m. Residents are encouraged to check with individual sites for specific class cancellations or adjusted programming schedules before visiting.
Public Notice: Planning and Development Updates
The Bureau of Planning and Sustainability (BPS) is scheduled to release the Regulatory Improvement Code Amendment Package 11 (RICAP 11) Recommended Draft during the week of February 16. This package includes proposed updates to the city's land use code, specifically aimed at removing barriers to development in areas such as parking and exterior regulatory improvements. Once the draft is published, community members may review the document ahead of a public hearing at the City Council’s Climate, Resilience, and Land Use Committee scheduled for March 12.
Enforcement Action: Land Use Violation Update
City officials have upheld a land use violation against the property owner of the Immigration and Customs Enforcement (ICE) facility in the South Waterfront district. Following an administrative review, Portland Permitting & Development confirmed that the facility's operations have exceeded the parameters allowed under the original 2011 land use review. The property owner has been granted until March 16 to rectify these violations to avoid a monthly recurring fee and further lien actions.
Upcoming City Council Hearings
The Portland City Council will resume regular business later this week with sessions scheduled for Wednesday, February 18, and Thursday, February 19. Key items listed on the upcoming agenda include resolutions regarding boundary changes for the Portland Enterprise Zone and the formal allocation of approximately $20.7 million in unspent Rental Services Office funds. The City acknowledges the Black History Month Celebration Market taking place this evening, February 16, at the University of Portland’s Bauccio Commons. Running from 5:00 p.m. to 7:00 p.m., this student-led event features local Black-owned businesses, nonprofits, and creatives. This event is open to the general public and serves as a venue for supporting cultural entrepreneurship within the city.
